It is well known, in business circles, that the Russians make the business mainly in London and rely in France in them luxurious villas on the French riviera or Courchevel where they represent until more than 90 % clientelle.

The representative of the European Commission Artur Runge-Metzger introduced in Moscow the new packet of measures of the European Union in the field of climate and of renewable energy sources (or packet "climate-energy"), dating of last January. This plan is ambitious: the EU settles for objective to reduce unilaterally its greenhouse gas emissions. For example, France and Germany will have to before 2020 reduce them by 14 % in comparison with the level recorded in 2005. It is planned to reach it first of all thanks to new technologies. The part of renewable energy sources in energy consumption will appreciably have to augment.
The EU works out a series of mesures who could stimulate countries economically members of the European Union and enlarge the use of the alternative sources of energy. The objectives of sharing out of the parts of the different sources of energy in every country will depend on the GDP per head. So, requirements for countries "poor" as Bulgaria and Romania will differ from those moved forward to Luxembourg, country thrives. (more )

The modalities of candidacy in presidential election will be simplified, announces the vice-president of the central Elections Commission.
PARIS, 25 f v on 2008 - The modalities of candidacy in Russian presidential election will be simplified after elections of March 2nd of this year which gave rise to protests, announced on Monday in Paris the vice-president of the central Elections Commission visiting Paris.
" L " one of the current candidates, Mr Andre Bogdanov, of the democratic party complained to us about the excess of complications, according to him, necessary modalities to gather two million signatures of voters demanded to be candidate and we will take into account it and undertake a simplification of modalities after ongoing polls, said Mr Igor Borissov, vice-president of the central Elections Commission (Tsik) charged with international relations, in the course of meeting with the association of the journalists France-Russia last Monday in Paris.
Currently, the Russian Elections Act demands of a candidate 2 million voters' signatures with a maximum of 50 by administrative region (Subjects of the Federation). According to Mr Borissov, who is also the representative of the presidency at the Committee, this last envisages a French-style system of 500 signatures of elected representatives or the release of signature for the political parties recorded to the Ministry of Justice (15 currently).
The ancient prime minister Mikhail Kassianov, today comparing to the president Vladimir Putin, was so moved aside from election. According to Mr Borissov questioned on this subject, Mr Kassianov could not unite this two million signatures and those that he had made responsible for making it played him a bad turn by introducing wrong identity among which some were characters of novels! , said Mr Borissov by maintaining that according to opinion polls, Mr Kassianov could anyway hope hardly no more than 1 % voices. Alexander Ivanovitch Korolev was elected (elections not admitted internationally) in December last vice-president of the historical president of the Moldovan Republic of Dniestr, Igor Smirnoff. He represents a new generation and it is an administrator and a technocrat who had occupied before the post of Interior minister. According to the Constitution of Transnistrie, the vice-president takes automatically the place of the president if this last leaves. A possibility that they often heard recalled in Tiraspol.

Korolev: The training of our State is the result of the collapse of Soviet Union. Borders which were artificially fixed by the Soviet State resulted in controversial situations. One of the reasons of this conflict here is that the territory of the Moldovan Republic of Dniestr was never included in a Moldovan State. And borders which were drawn for other purposes under Stalin could reflect under no circumstances the realities of the countries concerned. It is victims of which we are today! Bessarabie was between Dniestr and ProC river. Us, we are of other one quoted by Dniestr and we were in Ukraine. Even after the collapse of USSR and the proclamation of the independence of Moldova, which was train e to the UNO in fact by the Romanian leaders, we were never part of this state, safe for the period 1944-1990 as part of USSR.
To solve question today, it is necessary to leave history and to admit that our territory was never part of Moldova.
Question: Today, conflict is "frozen". Do you see a means "to improve" it in a way?
Korolev: To improve a conflict it is not still to solve it! To improve him, nothing simpler: one of the parts has to start warlike actions. But it is not this that is going to help to solve conflict! And it is true question. How to resolve problem indeed? So that he does not come back to life continuously, it is necessary to find an equitable way, that is to say taking into account political, economic, vital interests of both parts. (more )
