Cooperation: French-Russian relation - resurgence

The officials suggest in an explicit way not turning the back anymore in huge working potentialities between France and Russia. They attend at the beginning of a true change by mutual francorusse evaluation.
To illustrate this very official resurgence, we chose some some of the recommendations coming from the very good report written by the deputy Herv Mariton for the National Assembly: Establishment of the French firms in Russia, force and right , because it is well necessary to confess it, firms and French in general are little prepared for action on Russia, compared with some of our European neighbours.
Recommendation 1
As part of a partnership, the option of an exclusive control between 75 % and 100 % capitals is strongly recommended, as well as the creation of a new society must be preferred to an acquisition of a stake in an existent society because of the opacity of available information on the Russian firms.
Recommendation 2
The French businessmen would very have interest in regrouping to create a structure of lobbying like the Union of the German firms.
Recommendation 3
Authorities, in link with the professional organisations, should organise specific actions of information on the Russian market towards the French SMES.
Recommendation 4
An interregional frame of cooperation should be established between France and Russia.
Recommendation 7
France must support Russia in its policy of struggle against fraud while pleading so that the point of view of the investors established well in advance is heard. In this respect, it would be useful to stress interest to set up white lists of importers taking a census of the honest reputed operators and exempted from the procedures of reinforced customs control.
Recommendation 11
The institutional mechanisms of dialogue between France and Russia must more directly be reinforced and orientated to the defence of individual cases of French firms established in Russia.
Recommendation 12
France must support the creation of a Russian agency like AFII and bring if necessary a technical competition in the realisation of this initiative which can only be advantageous to the French firms.
Recommendation 13
France must draw the attention of the Russian authorities on the utility of measures likely to constitute a strong instigation for the foreign investors to establish itself in Russia and create jobs there. In this respect, the revival of free zones, at least in some sectors as the car, would seem to be a particularly appropriated measure.
Recommendation 14
In its dialogue with Russia, France must put the emphasis on dice-bureaucratisation of economy and a very particular effort should concern the respect for the rights of firms, in the first rank of which rights of possession intellectual.
Recommendation 15
France must urge the Russian government not to be unaware of the social reforms necessary to the growth of internal request if he wants that this one develops on solid bases, allowing to draw economy from above and not to multiply the number of leaving for count, potential source of economic and political risks.
Recommendation 16
Actions of sensitisation and sessions of information on the investment in Russia should be implemented at local level by regional directions of the foreign trade, in partnership with chambers of commerce and commercial representation of Russia in France.
Recommendation 17
The installation of French-speaking courses of study within the Russian universities as well as the creation of French-Russian university institutes on the basis of existent experiments should be favoured, notably in key sectors as management, to allow to the Russian students to come to form in France and to deepen their knowledge of the language and of the country.
Recommendation 18
The problem of visas should make the object of a solution as quickly as possible.
