Agricultural triangle was wedged between both Caucasus and Caspian Sea, at the same time Western and oriental, put in the crossroad of civilisations and of commercial axles, Azerba djan appears as a g ostrat gique centre today because it is more than ever inevitable energy "Hub" between the Central Asia and Europe, between Russia and the hot seas. Just after Georgian conflict, it is important to include the evolution of the Republic of Azerba djan because a part of the future of Europe and undoubtedly of the world is played there.

It is the reason for which we had decided to take up an observer mission during presidential elections. Technically it is very interesting to head with the electoral process as well as its applications on the ground. Strong in your French experience, you will indeed be surprised and impression s by the presentation of the election process, by its implementation as by the application of recommendations of OSCE ODIHR and of committee of Venice of the Council of Europe on the last additions and amendments of the franchise act by the Parliament.

Interview of the Vice-president elected Alexander Korolev - Moldovan Republic of Dniestr

Alexander Ivanovitch Korolev was elected (elections not admitted internationally) in December last vice-president of the historical president of the Moldovan Republic of Dniestr, Igor Smirnoff. He represents a new generation and it is an administrator and a technocrat who had occupied before the post of Interior minister. According to the Constitution of Transnistrie, the vice-president takes automatically the place of the president if this last leaves. A possibility that they often heard recalled in Tiraspol.

Korolev: The training of our State is the result of the collapse of Soviet Union. Borders which were artificially fixed by the Soviet State resulted in controversial situations. One of the reasons of this conflict here is that the territory of the Moldovan Republic of Dniestr was never included in a Moldovan State. And borders which were drawn for other purposes under Stalin could reflect under no circumstances the realities of the countries concerned. It is victims of which we are today! Bessarabie was between Dniestr and ProC river. Us, we are of other one quoted by Dniestr and we were in Ukraine. Even after the collapse of USSR and the proclamation of the independence of Moldova, which was train e to the UNO in fact by the Romanian leaders, we were never part of this state, safe for the period 1944-1990 as part of USSR.
To solve question today, it is necessary to leave history and to admit that our territory was never part of Moldova.

Question: Today, conflict is "frozen". Do you see a means "to improve" it in a way?

Korolev: To improve a conflict it is not still to solve it! To improve him, nothing simpler: one of the parts has to start warlike actions. But it is not this that is going to help to solve conflict! And it is true question. How to resolve problem indeed? So that he does not come back to life continuously, it is necessary to find an equitable way, that is to say taking into account political, economic, vital interests of both parts. (more )

The Moldovan Republic of Dniestr - Technical data sheet

The Moldovan Republic of Dniestr was proclaimed on September 2nd, 1990 by
2nd Congress of the representatives of the people (deputies). This date is national holiday.
Territory: 4 163 km2.

Capital: Tiraspol.
Main cities: Bendery, Rybnitsa, Dubossary.
Population on January 1st, 2005: 555 000 inhabitants, among whom 34 % of Moldovans,
30 % of Russians, 28 % of Ukrainians.

Subdivisions administrative and territorial: 5 administrative regions and 5 cities of republican importance.

Official languages: Moldovan, Russian, Ukrainian.
Religions: Majority, traditionally Jewish Christians but many emigrated, few Muslims.

Return of a country which does not exist

Signs back from Cold War in Europe with the installation of radars and American missiles on borders of Russia and answers of this last, risk putting again on the front of the stage of the forgotten regions and of conflicts frozen following the implosion of Soviet empire.

Among these last, the Moldovan Republic of Dniestr or Transnistrie, is the closest to us.

Considered to be a region of Moldova, she hopes for 17 years for an international recognition which an independence of Kosovo after that of Montenegro could justify.

With new geopolitical stakes, they will discuss again undoubtedly Moldovan Transnistrie-R publique of Dniestr described here by inside, as seldom in the Western press. Let us wish however the Moldovans of both banks it is in the sense of a compromise, cannot completely be excluded to read nearly the interview granted to our special correspondent by the new vice-president, Alexander Korolev.

Strange impression that that of a country which does not "exist" and where however there are people, from cities, fields, plants, supermarkets, transport, mobile and Internet phones. Caspian Sea environmental Programme

According to the Programme of the United Nations for environment, the new treaty on the protection of the Caspian Sea was thrown on May 17th, 2007 in New York. It is the first legally restrictive agreement adopted by the Federation of Russia, Azerba djan, Kazakhstan, Turkmenistan and Iran. Inauguration conference will take place in Azerba djan from 23 till 25 May.

It is the very encouraging beginning of the cooperation between five countries which encircle the Caspian Sea, in the lasting management of the natural resources with a big importance for the economic health of the region.

It is also a starting point and a contribution greeted in worldwide efforts against climatic changes and losses in biodiversity.

Without any doubt the working of natural resources, many pipelines which cross the region, accidents of pollution linked to the oil and the surexploitation of the resources of fish have to find a reasonable compromise to assure the millions of inhabitants of the region of long-term good living conditions.

The Caspian Sea, slightly salted, is a 370 886-kilometre area ensconced themselves by representing the biggest of the masses of water enclosed by the world. She is fed by about 130 rivers, especially in 75 % by the Volga. She gives a huge potential for ecotourism and for lasting peach and agriculture.

However, she is contaminated by industrial, radioactive and toxic waste. Rich in biodiversity, she is threatened because of a surexploitation of her resources.

More than 400 kinds among which the sturgeon and the man, therefore have to benefit from a better management of the totality of his resources.

The Black Sea and its stakes in relations between Europe and Russia

The World publishes at the beginning of this year a very instructive article on the Black Sea.
While the European Union spreads its borders up to the shores of the Black Sea thanks to Romania and to Bulgaria, and while Russia loses more and more its influence, notably in Ukraine and in the Caucasus there, this zone could well be the object of many strategical stakes in relations between Europe and Russia.
