Who has not ever dreamt, child, to be a captain of ship going through the seas of the globe in search of extraordinary adventures? This dream can bring into being from now on by loading for a cruise on the biggest four - masts traditional of the world currently in service, Sedov.

A window in Normandy for Russia

One of the major problems which meets Russia in the development of its relations with the West, is its absence of window of representation. There are not Russian Alliances as French Alliances. The insufficiency of communication on today's Russia, is at the origin of ignorance, which maintains fears and beliefs and finished to destroy confidence. The question of a window on the West settles for Russia.

A legal setting adopted for reform

The reform of the Russian electrical sector was initiated by the governmental decree N 526 On the reorganisation of the Russian electrical system of July 11th, 2001 this reform aims at assuring the development of the long-term sector, to regulate it as part of national interest and of viable functioning in a free market. The first stage of reform (July 2001-2004) created an institutional framework and lawful consistent.

Vladimir Putin, Pr sident de la F d ration of Russia signed March 31st, 2003, six federal laws relating to reform:
- Law on Electro nergie: legal bases, technical and economic applying to all actors of the lectro nerg tique sector.
- The law carrying modification of law on the public regulation of the rates of 14.04.1995, mod. in 1999: competences of the government and of the federal Regulator in the ratification of the rules of regulation and of application of rates for electricity and heat.
- The law carrying modification of law on the natural Monopolies of 17.08.1995: activities relating to the natural monopolies in the lectro nerg tique sector).
- The law relating to the features of functioning of the sector lectro nerg tique during transitional period: restructuring of RAO EES and competences of the government.
- The law carrying modification to the Russian Civil code, left II: relations fournisseursconsommateurs in case of cuts and partial supplies of energy.
- The law carrying modification to law on the economy of energy: responsibility of the Subjects of the Federation.
Reform marks the beginning of a deep restructuring of holding company federal RAO EES (52 % kept by the State) by aiming at "D verticalisation" of the Russian unified system.

D verticalisation and transition

Before the launching of reform, the Russian electrical system was vertically included . It means that (regional AO ENERGOS electrical societies), subsidiaries of holding company federal RAO EES, included all jobs of an electrical firm. The purpose of reform aims at the separation of production, of transport, of distribution and of sale of energy. (more )

He speaks to us about his 10 years of experience in Russia, notably for march and Danone.

OE: How were you led to work in Russia?
G rard Lutique:
Of training engineer, my professional course was centered to a great extent around industrial missions (strategies and studies of industrial establishment). I participated in the seventies in the development of concept of Risk-management . This concept must allow to take into account existent risks, but also risks generated during a strategical definition. This vision of integration of risk was an important element, especially in my approach of the Russian market . (more )

Opportunities for the French firms

First of all, the level of Russian science, who could attain excellence in many fundamental domains as applied, is not any more to prove. Certainly, she had her lacunas, notably in electronics, and she endured from departure towards l foreigner of more than 200 000 researchers (that is about 15 % totals), among the best that counted the country, but as well as the Russian capitals return today in Russia, it is possible to bet that the Russian researchers, often very tied to their country, will come back there when they will finally be able to live there correctly on their job.
