The Italians: net progress in Russia

Last week, Pierre Francesco GUARGUAGLINI, president de Finmeccanica (aicraft, space, communications) and the managing director Giorgio ZAPPA, sign with MIKHA L POGOSYAN, managing director de l' OAO Kompania Sukho , in the presence of Vladimir Putin and of Romano Prodi, the agreement allowing to Alenia Aeronautica, subsidiary of the Italian industrialist (11,5 thousand million turnovers, 400 million net profits), to participate at the level of 25 % +1 action of Sukho Civil aviation (ZAO GSS, filial in 95 % of Sukho ).

The Italians cross, with permission of Kremlin, bar of 25 % - 1 part generally applied to the foreign investments in the aicraft and space sector. For it, they sign a bilateral intergovernmental agreement, as part of the plan of regional civil plane RRJ (Russian Regional Jet) 75 - 100 passengers.

Besides, they promise to finance 25 % programmes, estimated at 1,5 $ thousand million by taking into account conception and production of the French-Russian engine SAM 146. (more )

Russia: earth of immigration?

Demographic problems becoming more and more important, the Russian State has the intention of using the foreign working force. For it, Douma has recently voted for a law aiming at encouraging the arrival of the foreign workers and at simplifying necessary administrative steps for immigration. Vladimir Putin also signed a decree specifically intended for the "compatriots" living abroad so as to make voluntary steps easier back.

Realisation of this governmental programme of support on the way back volunteer in the federation of Russia the compatriots live abroad will be controlled by the administration of the President. Different concrete measures are envisaged as, for example, refund of expenses linked to moves, assistants for the accommodation, the schooling of the children and working research.

As part of the reception of the different immigrants, 12 pilot regions should make additional proposals. These pilot regions are the regions of Kaliningrad, Kalouga, Lipetsk, Tambov, Tver, Tioumen, Novossibirsk, Irkoutsk, Love, Krasnoyarsk, Primorie, and Khabarovsk. According to the minister of the social policy, the region of Kaliningrad would be ready for example to welcome more than 450 000 persons.

Humanitarian: voices of hope

Plan Voices of Hope was chosen by The European Union as part of the programme IBPP (Building Partnership Programme institution) on 2002-2004 among more than 400 plans. The partners of plan were French side, the France - Ural association and Russian Social side, Ural Foundation for Innovation (UFSI).

In a worry of perpetuation of plan Voices of Hope , we will organise Open houses in Ekaterinbourg May 12th and 13th, 2005. This event will allow to the actors of the fight against drugs and of the prevention of drug dependency to become famous better to the population and to bring him Information and support for the teenagers confronted with the drug in Russia an useful multidisciplinary information in prevention and in support of the often despaired families.

Open houses are supported by Interdepartmental Mission of Fight against drugs and Drug dependency. We search sponsors to finalise activities.

According to the statistics of the Foundation of Public Charity " Le Rubikon ", the region of Sverdlovsk was in 1998 the first one for the number of drug-addicts in Russia. (more )

Russian-speaking Europe, reality or invention?

Since the fall of the Berlin Wall in 1989, the countries of the ancient Soviet block opened in free market and Europe could widen to new members. Russia is not part at the moment of this process of European unification. However, this country is nonetheless concerned by changes affecting many countries of Eastern Europe. Many countries indeed welcome an important Russian population.

These different Russian-speaking populations meet abroad either by the fact of the evolution of borders (Russian population of the Baltic countries), or by a step of emigration (often for economic reasons).

Due to the widening of the European Union, a very important Russian-speaking population lived now inside borders of the enlarged Union. It is notably the case of the Baltic countries where a very big part of the Russian-speaking population is constituted of the ancient Soviet citizens. These populations knew many difficulties of integration. The procedure of naturalisation was however made easier in Lithuania while situation is much more difficult in Latvia and in Estonia. This situation explains due to the fact that three Baltic countries try to reconcile their democratic will with their desire to restore former demographic balance war. In total, two million Russian nationals would live in three Baltic countries, they represent 35 % populations in Latvia, 29 % in Estonia and 7 % in Lithuania. (more )

By meeting men of ground having a strong experience marked by a success in their actions, Objective is follows its reflexion on the development of the French-Russian current of business.

We met Valeri Konstantinovitch Krutikov, leader of the region of Babynino since 1991.

While many regions are affected by unemployment, the exodus and various social troubles, such as the alcoholism, affecting regions without perspective, the success of the region of Babynino (region of Kaluga) shows us to what extent competences and motivation of the leader of the local administration are decisive for the revitalisation of the rural territories in Russia.

Valeri Konstantinovitch is a political personality and an admitted economist. After a career pointed out in the services of criminal Education in Moscow and in Siberia, he ran the police of the region of Kaluga. He is an active member of the Union of the journalists of Russia and collaborates with many newspapers. Finally, he is doctor in economics and dedicated many works to the development of the small businessmen in the country and to the training of a system of co-operative credit in Russia.

Partner - AAJFR

The Association of the Lawyers and French-Russian Jurists AAJFR), created on March 26th, 2003 to the Bar of Paris, is aimed at promoting the French-Russian legal cooperation answering new realities and interests of the lawyers / jurists and the answerable; to participate in best knowledge of France in Russia and from Russia to France as well as their respective legal systems; to promote professional and personal relations between French and Russian lawyers / jurists.

As part of its activity, AAJFR organises demonstrations, meetings and symposiums on aspects of right Russian and French intended both for the specialists and for the not specialists.

AAJFR also works on the creation of an Internet site to broadcast French and Russian legal thought and of a bilingual legal dictionary, as well as on the edition of a legal news bulletin.

More generally, AAJFR has as vocation to become a place of fraternal exchanges and of meetings of personalities of the legal circles participating in rapprochement between France and Russia.

Currently, AAJFR is composed of around thirty young lawyers, company lawyers and law students as well Russian as French and with narrow links with both countries, that it is professional or sociocultural links.

The Directorate of AAJFR is composed of Irina Sidorova, Alexander Kolosovski and Gu orgui Akopov, every lawyers in the Bar of Paris.
