Beyond exhibition France Tech on 2003, commercial window of French technology in Russia, beyond the media announcements on the launching of rockets Soyouz since the French base of Kourou, or agreements between big industrial groups (Airbus-Kaskol), technological cooperation between Europe and countries of the CIS will be able to develop only if there is a dense network of exchanges and of partnerships between firms and R&D's centres of both zones.

Experience indeed shows that the broadcasting of technological innovation rests widely on a swarming of technologies between different functional entities (SMES, big groups, R&D's institutions), and between different sectors (of the aerospace in the food processing industry), in a more and more transnational frame.

In this respect, there are instruments and mechanisms allowing to set up joint plans of innovation without using complex juridico-financial solutions (such as joint ventures or the establishment of subsidiaries), while benefiting from necessary guarantees to initiate such plans. (more )

France-Russia

While it is possible to notice every day the cultural nearness of France and of Russia, and the links of friendship which make friends so easily between these two people, it is possible only to determine the delay of France in trade with Russia.
Indeed, what French has not already read Tolstoy, Dostoievski or Pushkin, and which Russian is not capable of naming Dumas, Balzac or even Napoleon?

On the other hand, in economic terms, France is only the ninth business partner of Russia, behind Germany and Italy, and the sixth investor in this country. The Russian market absorbs only 0,7 % French export. Why do the French firms prove to be so sensitive to the cold?

Opportunities for the French firms
A considerable potential: Mendeleev and Mac Gyver for less than 500 USD a month.

Even if they think that the number of persons occupied by R&D's activities was divided by 2 in 10 years, Russia still has a considerable technological and scientific potential. First of all, the level of Russian science, who could attain excellence in many fundamental domains as applied, is not any more to prove. Certainly, she had her lacunas, notably in electronics, and she endured from departure towards l foreigner of more than 200 000 researchers (that is about 15 % totals), among the best that counted the country, but as well as the Russian capitals return today in Russia, it is possible to bet that the Russian researchers, often very tied to their country, will come back there when they will finally be able to live there correctly on their job. Besides, because of a shortage extended during Soviet period, Mac-Gyver drowses in any Russian, and the engineers and other technicians do not have their same to find ingenious and pragmatic solutions in complex questions. Finally, the wages of the researchers and Russian engineers are about ten times inferiors to those practiced in France, returning very delightful the activities of R&D NOT VERY FOND OF GOOD FOOD in capitals. The birth of a modern science in Russia, goes back up at the time of Peter the Great, which creates the Academy of sciences in 1725, and favours education of mathematics and physical sciences, to fill Russian delay up in relation to Western Europe, notably in military and naval domains. This dynamics will be followed by Catherine II, who encourages the creation of universities, and in varying degrees by her successors, throughout the XIXth century. Thanks to these efforts, Russia can demand at the dawn of the XXth century, the existence of a scientific established community which counts big names such the mathematicians Lobatchevsky, Liapunov, and Ostrogradsky, the chemists Mendel ev and Vernadsky, or the physiologist Pavlov, Nobel prize of medicine for its jobs on the animal conditioning.
