It is well known, in business circles, that the Russians make the business mainly in London and rely in France in them luxurious villas on the French riviera or Courchevel where they represent until more than 90 % clientelle.
Barely 20 years ago, the Russians were however less numerous very to English. In 2008, they are about 300 000, among whom 250 000 in London according to the recent estimates. More than 100 000 of them would have arrived for less than 5 years.

Parmis them, dissidents, businessmen, artists, who come to search in London from opportunities and/or the artistic or political freedom which is lacking to them in Russia. The most famous of them are Romance Abramovitch and Boris Berezovsky. The one bought back in fanfare the club of football of Chelsea in 2005. Other one, further to its attacks repeated against the government Putin cost in England the partial boycott of the Economic Forum of London in 2007 when several key presenters of the forum did not move on order of Kremlin. Demographic problems becoming more and more important, the Russian State has the intention of using the foreign working force. For it, Douma has recently voted for a law aiming at encouraging the arrival of the foreign workers and at simplifying necessary administrative steps for immigration. Vladimir Putin also signed a decree specifically intended for the "compatriots" living abroad so as to make voluntary steps easier back.
Realisation of this governmental programme of support on the way back volunteer in the federation of Russia the compatriots live abroad will be controlled by the administration of the President. Different concrete measures are envisaged as, for example, refund of expenses linked to moves, assistants for the accommodation, the schooling of the children and working research.
As part of the reception of the different immigrants, 12 pilot regions should make additional proposals. These pilot regions are the regions of Kaliningrad, Kalouga, Lipetsk, Tambov, Tver, Tioumen, Novossibirsk, Irkoutsk, Love, Krasnoyarsk, Primorie, and Khabarovsk. According to the minister of the social policy, the region of Kaliningrad would be ready for example to welcome more than 450 000 persons.

Since the fall of the Berlin Wall in 1989, the countries of the ancient Soviet block opened in free market and Europe could widen to new members. Russia is not part at the moment of this process of European unification. However, this country is nonetheless concerned by changes affecting many countries of Eastern Europe. Many countries indeed welcome an important Russian population.
These different Russian-speaking populations meet abroad either by the fact of the evolution of borders (Russian population of the Baltic countries), or by a step of emigration (often for economic reasons).
Due to the widening of the European Union, a very important Russian-speaking population lived now inside borders of the enlarged Union. It is notably the case of the Baltic countries where a very big part of the Russian-speaking population is constituted of the ancient Soviet citizens. These populations knew many difficulties of integration. The procedure of naturalisation was however made easier in Lithuania while situation is much more difficult in Latvia and in Estonia. This situation explains due to the fact that three Baltic countries try to reconcile their democratic will with their desire to restore former demographic balance war. In total, two million Russian nationals would live in three Baltic countries, they represent 35 % populations in Latvia, 29 % in Estonia and 7 % in Lithuania. (more )
